We all know New York is a dangerous place. Murders, rapes, muggings, hate crimes... it's a cesspool. But the real criminals are so damn good at what they do that you don't even know they exist. That's their job. Running guns; prostitution; drug trafficking; all to keep your precious Big Apple supplied with evils and tools of vice.
Juliette Kavanagh and Catherine Roseman are two of the most dangerous women in the entire world, and they just happen to call New York home--sucks to be you. One deals in guns and extortion, while the other has her fingers so deep in the books of corporations that she controls their very heartstrings. Even Antonio Trovatelli, the head of the most dangerous Italian family in America, has business in violence and lies.
That's not to say that the people of New York sit idly by. That man you see across the street may just be a gun for hire--a mercenary. The woman cradling the baby might make her money by breaking into houses while the occupants are away at work. Even that homeless girl in the street probably knows more about who died today than the NYPD. Which is not to say the NYPD doesn't know much about the true nature of New York.
They just haven't caught up yet.
